Expression of interest launched to enhance LNG bunkering infrastructure and alternatives
The Maritime and Port Authority of Singapore (MPA) has launched an expression of interest (EOI) to gather proposals for scaling up liquefied natural gas (LNG) for bunkering or ship refueling. The EOI, announced on Dec 12, focuses on expanding LNG supply to meet the growing demand for marine fuels.
Proposals are sought in three key areas:
Scaling up sea-based LNG reloading operations to complement existing onshore LNG bunkering facilities.
The supply of e-methane or bio-methane as alternatives to traditional LNG.
The development of floating platform concepts to enhance bunkering safety and operational efficiency.
Additionally, the MPA emphasizes the importance of addressing methane slip (the release of unburned methane during the fuel process) on a well-to-wake basis, covering the entire fuel production, delivery, and usage cycle on ships.
The initiative aims to boost Singapore’s position as the world’s largest bunkering hub. Participants do not need to be existing LNG bunkering licensees, and those selected will be required to conduct operational feasibility and safety trials in Singapore. These insights will contribute to MPA’s review of its LNG licensing framework.
LNG as a marine fuel is expected to see increased demand in the coming years, especially with the rise of dual-fuel vessels in the global fleet. LNG bunker volumes delivered in Singapore have already exceeded 385,000 metric tons by October 2024, more than tripling the total volume of 2023.
