Japan Prepares Emergency Evacuation Plan for Southern Islets Amid Rising Tensions

In response to increasing security concerns, Japan outlines a plan to evacuate 120,000 people from islets near Taiwan within six days if needed.

On Thursday, March 27, Japan announced a comprehensive evacuation strategy designed to swiftly relocate approximately 120,000 residents and tourists from its southern islets, located near Taiwan, in the event of a security crisis. This plan, drawn up by the government’s crisis management office, reflects escalating concerns regarding the region’s stability.

Although the exact nature of the “emergency” was not specified, the evacuation plan targets five Japanese islets near Taiwan, an area increasingly vulnerable due to rising tensions with China. The latter has repeatedly asserted its claim over Taiwan and escalated military activity near the island, including daily air incursions. There is growing international concern over China’s intentions, with the possibility of military force to enforce its claim.

The evacuation, set to be completed within six days, will involve military vessels, commercial ferries, and aircraft, which will transport evacuees to Kyushu, the southernmost major island of Japan. This mobilization will effectively double the normal transportation capacity for such operations.

The Pentagon’s annual report highlighted an intensification of China’s diplomatic, political, and military pressure on Taiwan in 2023, with an increase in military manoeuvres, particularly in the Taiwan Strait. This heightened activity is fueling concerns over the stability of the region and Japan’s preparedness for any potential escalation.
