HDB Begins Construction on Flats in Clementi, Toa Payoh, and Bukit Merah

New Build-To-Order projects planned for completion by 2029.

The Housing and Development Board (HDB) has commenced construction on several Build-To-Order (BTO) projects in Clementi, Toa Payoh, and Bukit Merah, even before they have been officially announced for sale.

Clementi Close BTO
753 units of two-, three-, and four-room flats are being built on a 1.6ha site near Clementi Avenue 6 and Commonwealth Avenue West.
The flats will feature three 40-storey blocks, one 34-storey block, a childcare centre, an eating house, and a seven-storey carpark with a roof garden.
Construction began on 20 September 2024, with expected completion by Q1 2029.
The site was previously part of a Selective En bloc Redevelopment Scheme (SERS) to rejuvenate the Clementi town centre.
Property analyst Nicholas Mak suggests the flats may fall under the Plus category, offering enhanced subsidies due to their proximity to Clementi MRT station and the town centre.

Toa Payoh Rise BTO
Construction has started on 741 units at Braddell Rise and Toa Payoh Rise, with completion targeted for Q2 2029.
This site will include two 40-storey towers, a multi-storey carpark, a childcare centre, and a commercial building.
Previously occupied by First Toa Payoh Primary School, the land was re-zoned for residential use in February 2023.
Similar to Clementi, these flats are expected to fall under the Plus category due to their location, just 300m from Caldecott MRT station.

Bukit Merah (Alexandra Road) BTO
At Prince Charles Crescent and Alexandra Road, 498 units will be constructed on a site where Alexandra Post Office once stood.
The project neighbors the Alexandra Peaks development, launched in 2023 and built under the Prime Location Public Housing model.
Residents will benefit from shared amenities, including a pre-school, shops, and network facilities.
The site is approximately 400m from Redhill MRT station, providing easy access to the Central Business District.
Insights on Pricing and Demand
Mr. Mak predicts significant subsidies will be needed for the Toa Payoh and Bukit Merah projects, as similar resale flats in these areas have sold for S$1 million or more.

These developments aim to meet strong demand for public housing while providing easy access to transport and essential amenities. HDB’s proactive construction approach reflects its commitment to addressing Singapore’s housing needs.
