Enterprise Singapore Managing Director Jeffrey Siow to Become Second Permanent Secretary at MOM

Leadership Shifts Within Singapore’s Public Service

Jeffrey Siow, currently the managing director of Enterprise Singapore, will be appointed Second Permanent Secretary at the Ministry of Manpower (MOM), effective January 1, 2024. Siow, 45, has extensive experience in both the private and public sectors, having served as the principal private secretary to Prime Minister Lee Hsien Loong from 2017 to 2021. He has been at the helm of Enterprise Singapore since September 2021 and has held key roles at various government ministries, including MOM, the Public Service Division (PSD), Civil Service College, and the Education and Transport ministries.

Along with Siow’s appointment, other key leadership changes were announced:

Tan Gee Keow will step down as permanent secretary at the Ministry of Culture, Community, and Youth (MCCY) but will retain her position as permanent secretary at PSD.
Teoh Zsin Woon, the current permanent secretary for development at the Ministry of National Development (MND), will succeed Tan at MCCY while continuing her role at PSD.
Melvyn Ong will become the permanent secretary for development at MND, effective January 1, 2024. Ong, a former Chief of Defence Force, has been serving as permanent secretary for defence development at the Ministry of Defence since June 2023.
Chng Kai Fong will stay in the Ministry of Communications and Information but will take on a new role as permanent secretary for information and development, starting November 1, 2023. He will continue in his role as permanent secretary for development and cybersecurity at the Prime Minister’s Office (PMO).
