Electric Vehicles Charging Act to Kick In on Friday

New regulations aim to regulate EV chargers and streamline adoption across Singapore

Starting Friday, Dec 8, the Electric Vehicles Charging Act will come into effect in Singapore, marking a significant step toward supporting the growing adoption of electric vehicles (EVs). The new law will govern the supply, installation, certification, and maintenance of EV chargers, helping streamline the transition to green vehicles.

As of November, 22% of new car registrations were electric vehicles, up from just 4% in 2021. This growth reflects Singapore’s strong commitment to reducing emissions and increasing the availability of EV infrastructure. To support this growth, the Building Maintenance and Strata Management Act was amended, lowering the voting threshold for strata developments (including condominiums) to approve the installation of EV chargers to 50%, down from 90%.

Additionally, a transitional period from Dec 8, 2023, to Jun 7, 2024 will allow suppliers to provide non-type-approved chargers, though they must still meet safety standards. After this period, supplying non-approved chargers will be considered an offence, carrying penalties including fines up to S$40,000 or imprisonment for up to two years.

The new legislation will also require all EV chargers to be registered with the Land Transport Authority (LTA), and owners of chargers installed before Dec 8, 2023, must submit their details to obtain a provisional ID for registration. First-time offenders using unregistered chargers after June 8, 2024 may face fines of up to S$10,000 or imprisonment for up to six months.

The move aims to foster an environment that supports the growing use of electric vehicles and ensures safety and standards in the evolving EV ecosystem.
