PA to Launch Digital Bunkering Scheme in November

Singapore Leads with e-BDN to Revolutionize Bunkering Operations

The Maritime and Port Authority of Singapore (MPA) is set to launch a pioneering digital bunkering initiative on November 1, 2023, making Singapore the first port globally to adopt electronic bunker delivery notes (e-BDN). This innovative move is aimed at boosting the efficiency of the bunkering process, where ships are fueled. The transition from physical bunker delivery notes to digital solutions will significantly reduce paperwork and streamline operations.

The adoption of digital bunkering solutions is expected to save approximately 40,000 man-days annually. More than 100 trials have already been conducted with over 20 companies within the bunkering ecosystem. The MPA has emphasized that feedback from these trials is still being collected to refine the digital system, with plans to make the digital process mandatory by the end of 2024.

By automating the data flow between bunkering stakeholders and providing a secure platform for electronic documentation, the initiative will enhance productivity, reduce compliance costs, and improve overall efficiency. The new system will also increase crew safety by eliminating the need for the physical transfer of bunker documents between vessels.

In addition, the MPA has confirmed that the digital solutions meet all necessary cybersecurity, risk-management, and regulatory requirements. The Singapore Standards Council is actively involved in developing new specifications for digital bunkering and revising the relevant industry standards to support this transition.
