Relaxation of Exit Permit Rules and Introduction of New Facilities for NSmen

Simpler Travel Process and Enhanced Opportunities for Singapore’s Servicemen

Starting April, operationally ready national servicemen (NSmen) will only need an exit permit for overseas stays lasting 12 months or more.

This update replaces the previous requirement, which mandated permits for trips longer than six months. Senior Minister of State for Defence Heng Chee How, addressing Parliament on February 27, explained that this adjustment reflects the increased mobility of Singaporeans, many of whom live or work abroad for extended periods. He assured Parliament that operational readiness of the Singapore Armed Forces would remain unaffected by this change.

The Enlistment Act still imposes strict penalties for absence without a valid permit, including imprisonment of up to three years, a fine of up to S$10,000, or both. The new rule follows a government review aimed at improving the National Service (NS) system.

Changi Recreation Hub for NSmen
In addition, NSmen can anticipate the opening of a new recreational hub at Changi, developed by the National Service Resort and Country Club (NSRCC). This facility will feature family-friendly amenities, including chalets and sports facilities, with more details to come soon.

Expanded Work-Learn Opportunities
A work-learn scheme that allows NSFs to earn polytechnic diplomas and university credits while serving will expand to include a sixth domain. From September, selected naval warfare system specialists can pursue a diploma in Engineering (Mechanical Technology) from Singapore Polytechnic.

Since its inception in 2018, the work-learn scheme has supported 450 enrollees across cyber skills, air force technicians, army technicians, army supply supervisors, and digital skills. By 2025, MINDEF anticipates 500 annual participants.

New Cybersecurity and Information Facility
To address rising cyber threats and misinformation, a new regional facility will open at Changi Command and Control Centre by the third quarter of 2023. The ASEAN Defence Ministers’ Meeting Cybersecurity and Information Centre of Excellence (ACICE), established in 2021, aims to bolster regional defence through collaboration and information sharing.

ACICE integrates a cybersecurity centre, an information centre, and a research centre to partner with think tanks and academic institutions for long-term advancements in defence strategies.
