Kam will maintain current role as Permanent Secretary (Social and Family Development)

This new appointment follows the retirement of Mr Chew Hock Yong, who will step down on November 1 after a distinguished 31-year career in public service.
Kam, who has held the position of Permanent Secretary (Social and Family Development) since April 2022, will assume his new role concurrently. He continues to lead efforts in social and family development while taking on the new responsibilities at MHA.
Mr Chew, 58, has had a long and varied career, joining the public service in 1991. He has held significant positions across several ministries, including as Deputy Secretary at the Ministry of Community Development, Youth and Sports in 2004, and as Second Permanent Secretary at the Ministry of National Development in 2014. He was also the chief executive of the Land Transport Authority in 2010, where he oversaw numerous transport infrastructure projects and improvements to the public transport system.
During his tenure as Permanent Secretary at the Ministry of Social and Family Development, Mr Chew also held the concurrent role of Permanent Secretary (Home Affairs Development) at MHA from 2019. He was recognised with the Public Administration Medal (Silver) in 2004 and the Public Administration Medal (Gold) in 2014.
Minister-in-charge of the Public Service, Chan Chun Sing, expressed his gratitude, stating, “We thank Hock Yong for his dedicated service and leadership over the years.”
