Salary Increases for MOE Educators
Starting 1 October 2022, teachers, allied educators, and kindergarten staff under the Ministry of Education (MOE) will experience salary adjustments ranging between 5% and 10%.
According to a press release on 16 August, the revisions will benefit approximately 35,000 education officers, 1,600 allied educators, and 800 kindergarten teachers. This adjustment is aimed at maintaining competitive salary packages to attract and retain skilled professionals in the education sector. The last salary review for these roles took place in 2015.
Introduction of GEO 5A Grade
From 2023, MOE will introduce a new General Education Officer (GEO) 5A substantive grade. This grade acknowledges high-performing teachers without key personnel (KP) roles, such as senior teacher or subject head positions. Currently, educators without KP appointments can progress to the GEO 5 grade, while KP role holders can move to senior education officer (SEO) grades.
The new GEO 5A grade allows educators at the top of the GEO 5 scale who meet promotion criteria to benefit from a higher salary ceiling without taking on KP roles.
Enhancements to the CONNECT Plan
The CONNECT Plan, a 30-year retention initiative for education officers, will also undergo improvements in 2023. Annual allocations ranging from S$3,200 to S$8,320, based on service length, will be increased by about 20%. These funds are distributed every three to five years to support career-long retention efforts.
Commitment to Teacher Development
MOE highlighted the importance of continuous learning for educators, stating that beyond these updates, professional growth opportunities will remain a priority. This includes in-service courses for enhancing teaching skills and external work attachments to broaden teachers’ professional experience.
